Shanghai Municipality Education Commission [2017] No.218

Chapter I General Provisions

The following are the general provisions:

ARTICLE 1

In accordance with the spirit of the notice of Shanghai Municipal Education Commission, Shanghai Municipal Price Bureau, and Shanghai Municipal Finance Bureau on the Trial Implementation of Credit System Fees for Higher Education Institutions in Shanghai (Shanghai Education Finance Commission [2005] No. 49), combined with the actual situation of our school, these measures are specially formulated.

ARTICLE 2

The scope of fees charged by the credit system is for full-time undergraduate majors.

ARTICLE 3

After the credit system charging method, the total tuition fees paid by students for normal completion of their studies (excluding the tuition fees for credits and re-learning credits not required by the study teaching plan) shall not be higher than the total tuition fees for the implementation of the academic year system. The school determines the total credits for each major and the credits for each course, and converts them into the charging standard for each credit according to the school year's charging standard set by the state.

Chapter II Charging Standards

ARTICLE 4

For the credits within the requirements of the teaching plan, since the annual tuition standards and total credits of different majors are different, the formula for determining the single-credit charging standards for each major is as follows:

The unit price of professional credits (yuan) = the annual tuition standard for the implementation of the academic year system (yuan) × academic year ÷ total credits required by the professional plan.

ARTICLE 5

The annual tuition standard of each major shall be determined according to the enrolment regulations of Shanghai Maritime University in the admission year, and the total credits required for the professional plan shall be determined according to the professional training plan in the teaching guide of Shanghai Maritime University in the admission year.

ARTICLE 6

Those who fail the course assessment and meet the requirements of student status management can take the make-up exam, with absolutely no charge for the make-up exam. Those who cannot take the make-up exam or still fail after the make-up exam can choose to study the course again. The tuition fee will be charged to students who re-study the course, and the unit price of each credit is 100 yuan.

ARTICLE 7

For courses other than those required by the teaching plan, tuition fees will be charged at a unit price of 100 yuan per credit.

ARTICLE 8

For undergraduate students, transfer students, and students who transfer to other majors, the credits selected after the formal transfer will be charged according to the standards of the transferred majors.

Chapter III Tuition Collection and Settlement

ARTICLE 9

For the tuition fees of courses within the requirements of the teaching plan, the school will collect tuition fees in advance at the beginning of the academic year according to the school year's fee standard for the major in question. Students must settle accounts with the school before leaving the school.

ARTICLE 10

The tuition fee for the re-study courses in the previous academic year shall be charged at the beginning of each academic year, and the tuition fees for the re-study courses in the current academic year shall be charged before graduation.

ARTICLE 11

Tuition fees for courses other than those required by the teaching plan shall be collected before graduation.

ARTICLE 12

Students who have dropped out of school due to injury, illness, going abroad, starting a business, etc., shall settle their tuition fees based on the credits calculated by the educational administration department.

Chapter IV Supplementary Provisions

ARTICLE 13

These measures shall be interpreted by the Finance department and the Academic Affairs Office.

ARTICLE 14

These measures shall be implemented from the date of issuance of the document. The original credit system fees regulations of Shanghai Maritime University (Shanghai Education Finance Commission [2010] No. 242) shall be abolished at the same time. If there are provisions different from this article in other documents, this article shall prevail.
